Submission on Environmental Reporting Discussion Document

RNZ and NZCF joint submission on Utility Operators’ proposed Code of Practice

Roading New Zealand and the NZ Contractors’ Federation have sent a joint submission to Minister of Infrastructure Bill English expressing their concerns about the proposed Code of Practice for Utility Operators’ Access to Transport Corridors.

RNZ and NZCF call for more maintenance funding and more focus on economic stimulus

Roading New Zealand and the NZ Contractors' Federation have made a joint submission to the Ministry of Transport on the Government Policy Statement on Land Transport Funding (GPS 2012).



  


  
    

Submission on State Highway Classification

Roading New Zealand and the Institute of Professional Engineers (IPENZ) have made a joint submission to the NZ Transport Agency (NZTA) on its proposed State Highway Classification. We believe the classification system needs to be simplified and to be seen as part of a national roading classification system. We have also raised a number of further issues that we believe can be improved.



  


  
    

Rebuilding Christchurch

The Engineering Leadership Forum, which includes Roading New Zealand, has written to John Key in a prompt response to his announcement earlier this week of the possible setting up of a Government Department to drive the rebuild of Christchurch. It was felt that we needed to respond quickly, not in terms of the appropriate organisational structures but in terms of the required goals and objectives. Read the letter.



  


  
    

Utilities’ access to transport corridors

Roading New Zealand (RNZ) and the NZ Contractors’ Federation (NZCF) have made a joint submission to the NZ Utilities Advisory Group on their Draft Code of Practice for Utilities’ Access to the Transport Corridors.  We find that some areas of the Code are difficult to interpret, while responsibilities for action are often unclear and in some areas the utility operator or corridor manager is in practice a proxy for the contractor carrying out the work – this issue of delegating needs clarifying.

Roading NZ and NZCID comment on Draft PPP Contract

Roading New Zealand and the New Zealand Council for Infrastructure Development (NZCID) have made a joint submission on NZ Treasury’s Draft PPP Contract. Feedback received from Roading NZ members is that the draft contract seems to be more heavily weighted in favour of the public sector. While we see this as understandable since it has been produced as a public sector document, Roading NZ is concerned that inflexible application of the contract terms might inappropriately transfer risk to the private sector.



  


  
    

RNZ concerns with ACC Experience Rating Consultation

In a submission to the ACC on its "Experience Rating Information and Consultation Document", Roading New Zealand supports the recommendations for keeping the combined Residual and Work Levies at the same rate for the general employer category; maintaining the levy for new work injuries at the 2010/11 level; and reducing the residual levy rate by 23%.
