Technical Committees
The technical committees of Roading New Zealand form the
backbone of the organisation's annual work plans. The work of the committees
is summarised below. Roading New Zealand members can request the latest
feedback sheets updating progress on work plans by emailing alan@roadingnz.org.nz
and specifying which committee's projects they are interested in.
Asphalt Committee
The purpose of this committee is to identify, develop, document, maintain
and facilitate best practice in asphalt design, production and paving.
Current projects include: reviewing Austroads National Asphalt Specification
(NAS), 2nd Edition; implementation of APRG 18 in New Zealand; preparing
the Asphalt Production Guidelines for publication; development of a Certified
Asphalt system; and preparation of a marketing plan for structural asphalt.
The committee is regularly represented at NARC and AAPA technical committees
in Australia.

Bitumen and Sealing Committee
The purpose of this committee is to identify, develop, document, maintain,
and facilitate best practice in bituminous materials design, supply and
application. Its current work plan includes: ongoing assistance in reviewing
Transit New Zealand's bitumen and sealing specifications; with Transit,
reviewing slurry specifications; assisting in trialling of Austroads latest
sealing manual; drafting of a new M/1 specification for Transit; extensive
input to Transit's new Chipsealing Textbook; and development of workshops
on sealing technology to coincide with the publication of this textbook.
A committee member regularly attends meetings of the NaBSuRG technical
committee in Australia.

Health & Safety
The purpose of this committee is to develop, document, maintain, and facilitate
best practice for health and safety issues associated with our industry.
In conjunction with the New Zealand Contractors' Federation and InfraTrain
the committee was responsible for development of the health and safety
self-regulation system Operate Safe. Other activities include: liaison
with ERMA on HSNO regulations for the roading industry; review of the
Code of Practice and E/2 specifications to meet the new regulations; documentation
and review of significant industry accidents; and ongoing work on best
practice documents.

Environment Committee
This is a newly established committee formed to provide advocacy and best
practice guidelines on specific environmental issues such as: amendments
to the Resource Management Act; pollution control and worksite runoff;
air quality standards; contaminated site registration; noise control;
and recycling and reuse of construction materials.

Pavements Committee
This committee is responsible for developing and facilitating best practice
in the design and construction of pavement and the procurement, management
and execution of pavement maintenance contracts. Its members are involved
in a range of projects including: reviewing and where necessary developing
specifications for pavement construction; reviewing Austroads Guide to
Stabilisation and the need for a NZ supplement to the guide; assisting
in the development of performance based design, construction and maintenance
specifications; and assistance in the development of performance predictors
and acceptance tests.

Training Committee
The role of this committee is to provide opportunities and encouragement
for all staff of Roading New Zealand members to be fully trained in pavement,
bitumen and asphalt activities appropriate to their current employment,
their future ambitions and the needs of their employer. Much of its recent
work has focused on the development of training packages that complement
the Operate Safe self-regulation system. The committee works closely with
InfraTrain to ensure the development and delivery of courses enabling
industry members to attain unit standards appropriate to their particular
skills and experience.

Public Relations and Publicity Committee
This committee aims to build a positive image of the pavement and bitumen
contracting industry through demonstrating the professional and technical
competence of its members. A major achievement has been the recent development
and launch of the new name and branding for Roading New Zealand, formerly
the NZ Pavement & Bitumen Contractors' Association. The committee
organises regional forums for industry stakeholders; contributes articles
to Contractor magazine; and liaises closely with various industry organisations.

External Committees
Roading New Zealand is also represented on a number of external industry
committees. These include AUSTROADS Pavement Technology Review Panel,
the National Bituminous Surfacings Research Group (NBSRG), the National
Asphalt Research Coordination Group (NARC), the Committee for Asphalt
Research & Technology (CART), Transit New Zealand's Committee on the
Code of Practice for Temporary Traffic Control, the Chipsealing Textbook
(P/17 Sealing) committee, and Transfund New Zealand's Competitive Pricing
Procedures (CPP) working group.
