The issue of procurement procedures for roading contracts is one of great interest for contractors as it impacts on their ability to offer value for money solutions to their clients and on their businesses. The Land Transport Management Act requires that NZTA approve one or more procedures that are designed to obtain the best value for money spent. Land Transport NZ conducted a review of its procurement procedures for professional services and physical works, and sought responses to a consultation document from the New Zealand land transport sector. Feedback was obtained on the key issues to be addressed by the review, the proposed guiding principles for procurement, and the proposed initiatives and actions that have been identified so far. NZTA Interim Procurement Manual

The NZTA’s State highways division, along with nine local and regional councils, are currently piloting an interim procurement manual that has been developed following comprehensive reviews of procurement procedures relating specifically to physical works and professional services, and public transport.
